Are Nicotine Pouches Legal in Denmark? — 9mg Cap, Two Flavours
Denmark allows nicotine pouches, but under tight limits: a 9mg cap and only menthol and tobacco flavours since July 2025.

The 2025 rules
From 1 July 2025, Denmark introduced new legislation for nicotine products, tobacco surrogates and certain tobacco goods. It's part of the government's action plan to prevent nicotine and tobacco use among children and young people.
The rules that matter for pouches:
- Nicotine limited to 9 mg per pouch. That's the cap for tobacco-free nicotine pouches.
- Only menthol and tobacco flavours. Other flavours — fruit, mint, berry, and the rest — are not allowed.
- Products must not be colourful or taste like candy.
Compare that with Sweden, where nicotine content commonly runs from about 1.5 mg up to 16.5 mg per pouch. Denmark is now one of the most restrictive Nordic markets for what's actually on store shelves.
Who's affected
The new rules apply to companies that manufacture, import, distribute or trade nicotine products, tobacco surrogates and covered tobacco goods in Denmark.

Denmark's regulators (Sikkerhedsstyrelsen / now part of Erhvervsstyrelsen) continue to develop the framework. For anyone looking at the Nordic market, Denmark's 9mg cap and two-flavour rule is a defining constraint.
