German customs busted a ring that smuggled 7.6 million illegal vapes — and the raids are still running

German customs investigators just dismantled what they say is one of the biggest illegal nicotine-smuggling rings Europe has seen: more than 7.6 million disposable vapes imported from China, €33.3 million in evaded taxes, 23 suspects, 13 arrest warrants executed in a single sweep.

And fresh raids are still running. On Tuesday, Stuttgarter Zeitung reported Berlin businesses selling unauthorized disposable vapes were targeted in a new enforcement wave.

What happened

The Zollfahndungsamt Essen (customs investigation office), working with Düsseldorf's organized-crime prosecution unit, says a network with four employees at a Chinese e-cigarette manufacturer built an organized sales structure to export vapes into Germany illegally between January 2024 and March 2025 — funneling the profits back to China through shell companies and foreign accounts.

Nineteen suspects based in Germany allegedly received the shipments and moved them onto the black market, operating in the Cologne region, the northern Ruhr valley, around Koblenz and Frankfurt and Stuttgart.

The scale from the official press release, published 18 September:

  • 7.6 million+ nicotine disposable vapes illegally imported, an estimated €33.3 million in lost excise tax
  • 13 arrest warrants executed; 600,000 illegal vapes seized on over 100 pallets during searches
  • Assets seized: four properties, luxury watches, gold bars, jewelry and cash worth over €2.25 million, plus 37 bank accounts frozen
  • Suspects face bandenmäßige Steuerhinterziehung — organized tax evasion — which in Germany carries up to ten years in prison

Why it matters for nicotine pouches

Germany bans nicotine pouches outright — sales are illegal, a policy German medical bodies have defended. This case shows what happens to nicotine products that try to run around German controls anyway: customs enforcement is funded, aggressive, and increasingly organized. The same machine that seized 600,000 vapes in one operation is the machine an unapproved pouch importer would face.

The broader lesson for the European pouch market is about where enforcement energy is going. Germany's tax authorities have demonstrated they will run multi-year, cross-border investigations with OLAF watching, execute arrest warrants, and seize assets down to gold bars. As pouch regulation tightens across the EU — caps, flavor bans, plain packaging all now on the Brussels agenda — the demand side for untaxed or banned oral nicotine won't disappear. It will go underground, and Germany has just shown what the response looks like.

For legal pouch markets elsewhere in Europe, that's actually reassuring: enforcement of tax and product rules is becoming real, which makes it harder for counterfeit or banned products to undercut regulated brands.
