Türkiye's generational tobacco ban lands in Parliament in October — born after 2015, banned for life

Türkiye is moving toward a generational tobacco ban. A draft bill prepared by the Health Ministry would prohibit anyone born after January 1, 2015 from using or selling tobacco products for their entire life — and it is expected to reach the Turkish Parliament in October.

Professor Toker Ergüder, who is involved in drafting the proposal, laid out the details this week. The bill has been in preparation for about a year.

What the draft covers

The headline measure is the birth-cutoff: everyone born after January 1, 2015 would be permanently barred from using or selling tobacco products. Türkiye joins a growing list of countries pursuing generational bans — Ergüder pointed to Ireland, the UK, Finland and Australia, and New Zealand passed the first such law in 2022 before repealing it.

The bill goes further than the ban itself:

  • New cigarette packaging rules and the elimination of "slim" cigarettes
  • Smoking banned in both indoor and outdoor sections of restaurants
  • Designated smoking areas in parks, gardens and public-building grounds, positioned so smoking isn't visible from outside — explicitly to keep children from seeing people smoke
  • A long-term endpoint: full prohibition of tobacco production and sales in Türkiye from 2040

The motivation is scale. Ergüder cited annual cigarette sales rising from about 91,000 tons (4.5 billion packs) in 2012 to roughly 160,000 tons (8 billion packs) in 2025 — a near-doubling over 13 years.

What it means for nicotine pouches

Whether the generational ban would sweep in nicotine pouches depends entirely on how the final law defines "tobacco products." Pouches contain no tobacco leaf, but Türkiye already restricts pouch sales and marketing under its tobacco framework, so the default assumption is that a broad definition would capture them too.

The draft text has not been published in full, and no official document currently confirms the product scope. That's the open question to watch when the bill lands in Parliament in October. If pouches are included, anyone born after 2015 would face a lifetime purchase ban — effectively ending the category's future customer base in Türkiye even before the 2040 total prohibition.

Türkiye is not a major pouch market today, so the immediate commercial impact is limited. The signal matters more: another large market choosing the generational-ban model, and one that already treats tobacco-free pouches as tobacco.
