Estonian prisoners are getting nicotine pouches because Sweden sent inmates to TartuSwedish inmates arrived at Tartu Prison in August already allowed to use pouches. Now Estonia's justice ministry wants the same permission for every prisoner — enforcing the ban was just too much work.
