FDA authorizes lower-risk claim for 20 ZYN nicotine pouches — a first for the pouch category
The FDA issued modified-risk granted orders for 20 ZYN pouch products on June 30, 2026 — the first nicotine pouches allowed to claim they are lower-risk than cigarettes.

The FDA has granted 20 ZYN nicotine pouch products a modified-risk claim — the first time any nicotine pouch has been allowed to carry a reduced-risk statement in the United States. The orders, issued June 30, 2026, let Swedish Match (owned by Philip Morris International) tell consumers that using these pouches instead of cigarettes lowers their risk of several serious diseases.
The exact wording FDA approved: "Using ZYN instead of cigarettes puts you at a lower risk of mouth cancer, heart disease, lung cancer, stroke, emphysema, and chronic bronchitis."
What the orders cover
The orders are product-specific, not category-wide. They cover ten ZYN flavors, each in two nicotine strengths (3 mg and 6 mg):
- ZYN Chill
- ZYN Cinnamon
- ZYN Citrus
- ZYN Coffee
- ZYN Cool Mint
- ZYN Menthol
- ZYN Peppermint
- ZYN Smooth
- ZYN Spearmint
- ZYN Wintergreen
The same 20 products have been authorized for sale in the US since January 2025 through the premarket (PMTA) pathway. The modified-risk (MRTP) pathway is a separate, optional application — and until now, no pouch had cleared it.
"Today's decision allows these products to be marketed with a modified risk claim that informs adults who smoke about the lower risks associated with these products," said Bret Koplow, acting director of FDA's Center for Tobacco Products.
Why it matters
Every other pouch brand in the US — and every other ZYN SKU — still cannot legally say its product is lower-risk than cigarettes. FDA's review found that Swedish Match demonstrated the claim is scientifically accurate for these products, that consumers understand it, and that marketing it would benefit the population as a whole. The agency weighed the January 22, 2026, TPSAC advisory committee meeting, public comments, and youth-risk data before issuing the orders.
For the category, this sets the template. The MRTP bar is high — years of toxicology, epidemiology, and consumer-perception evidence — but it is now proven passable for a nicotine pouch. Expect competitors to weigh the cost of their own applications against being outflanked on packaging and advertising by ZYN.
What it costs Swedish Match
The orders are not permanent. Swedish Match must run postmarket surveillance studies tracking user behavior and consumer understanding of the claim. The orders expire in five years unless renewed, and FDA can withdraw them at any time — for example, if youth uptake of ZYN rises significantly.
FDA has now authorized 26 nicotine pouch products in total across both pathways.
