Ireland's Budget 2027, delivered on 6 October 2026, raises excise duty on a pack of 20 cigarettes by €1, applies a pro-rata increase to other tobacco products, and adds 20 cents per millilitre to the duty on e-liquid. Nicotine pouches were not named in the budget speech at all.

That omission matters for pouch users and sellers in Ireland. It is the clearest sign yet that the government still does not treat pouches as a settled tax category — and it leaves the industry guessing about what comes next.

What was actually announced

Finance Minister Simon Harris's budget statement was specific: €1 on a pack of 20 cigarettes, the same pro-rata increase applied to other tobacco products, and a 20-cent-per-millilitre rise in the e-liquid products duty that only came into force last year. Coverage in Irish media put the practical effect at around €2.40 on a large vape bottle.

Nothing in the statement mentioned nicotine pouches — no dedicated increase, no new category, no closure of the question of how they are taxed.

Why pouches are still in limbo

Ireland has already moved on pouch regulation this year: selling pouches to under-18s is being banned and advertising rules tightened. But the tax side never got the same attention. Whether the pro-rata increase on "other tobacco products" touches pouches depends entirely on how Revenue classifies them — and that classification has never been spelled out publicly in a way pouch retailers can rely on.

The realistic reading: pouches are not being targeted this year, but they are also not being normalised. Every future budget is another chance for the government to slot them into the tobacco tax framework, and each round of increases makes that slot more expensive.

What it means for prices

Irish pouch buyers should not expect a price hit from this budget. But the direction of travel across Europe is unmistakable — country after country is folding pouches into tobacco-style taxation, and Ireland's pro-rata mechanism is exactly the tool that would be used if the government decides pouches belong there.

For now, the shelf price of a tin in Dublin stays where it is. The next budget is when the tax question comes back.
