Skoka wants FDA authorization for 55 nicotine pouch products, with US retail pegged to 2027
Skoka filed a bundled PMTA covering 55 nicotine pouch products on Oct. 1 and plans US retail distribution in 2027, subject to FDA authorization. It raised $21.5 million, with $15 million going to the regulatory program.

Skoka's nicotine pouches are not cleared for US retail, and the company says they won't reach shelves until the FDA authorizes them. Skoka submitted a bundled Premarket Tobacco Product Application (PMTA) on Oct. 1 covering 55 products across 11 varieties and five strengths. It plans to begin US retail distribution in 2027, subject to FDA authorization.
The Austin, Texas-based company also said it has raised $21.5 million, per its Business Wire announcement.
What the filing covers
One bundled application, 55 products. Those break down into 11 varieties and five strengths. The company's account of the filing, as relayed by Tobacco Reporter and Business Wire, is the basis for these figures.
A PMTA is the route a new tobacco product takes to get FDA marketing authorization. Submitting one is a step in that process, not an approval. Skoka's own wording reflects this: distribution in 2027 is conditional on authorization.
The science package
Skoka says it has committed $15 million of its funding to the regulatory program. That covers:
- pharmacokinetic studies (three are completed, per Dealroom)
- toxicology
- stability testing
- actual-use research
- label-comprehension studies
The company says the products use its own formulations, flavor system and scientific package rather than a licensed or white-label formulation. Founder and CEO Dan Aziz spent two and a half years developing them before filing. Skoka has also filed two patent applications covering ingredients and blending methods. The products are manufactured in the United States using globally sourced ingredients.
A thin authorized list, a crowded shelf
As of October 2026, only 43 nicotine pouch products have received FDA marketing authorization, according to Skoka's announcement. All of them come from manufacturers affiliated with two major tobacco companies. The same announcement says unauthorized products continue to fill store shelves and websites.
So Skoka is applying for a status that, so far, only those two companies' affiliates hold. It is doing so while products without that status are still widely sold. A 55-product bundle from a company founded in 2024 would be a large addition to the authorized list if it clears.
Who is paying for it
Investors include more than a dozen professional athletes across hockey, football and golf, plus hockey team owners, corporations, and beverage and supplement executives. Named backers include:
- media executive Darren Throop
- PSG Equity founder Mark Hastings
- golfer Anthony Kim
- hockey players Jack Eichel, Dylan Larkin and Sam Gagner
The athletes invested their own capital, Skoka says, not as sponsors or endorsers. The company says the money has funded PMTA preparation, manufacturing scale-up and team growth, and that future funding is planned for commercialization.
What's next
The decision sits with the FDA, and Skoka's 2027 retail target depends on it. Until the agency rules on the application, the products are in the queue with no authorization.
