Sweden's nicotine-pouch industry says EU bans put 10,000 jobs and 7 billion SEK at risk

Sweden's snus and nicotine-pouch industry employs around 10,000 people and exports 6.9 billion SEK a year, according to a new report from industry body Livsmedelsföretagen. It warns that national nicotine-pouch bans in Belgium, France and the Netherlands — and the looming EU rule review — could push production and jobs out of Sweden.

Sweden's snus and nicotine-pouch industry employs roughly 10,000 people across its value chain and exports 6.9 billion SEK (about €600 million) a year. Now the industry is warning that the wave of national nicotine-pouch bans spreading across the EU — and the bloc's looming rule review — could push that production, and those jobs, out of Sweden.

The figures come from a new report by Livsmedelsföretagen, Sweden's food and drink industry employer organisation, titled Snus ger tusentals jobb i Sverige ("Snus creates thousands of jobs in Sweden"), published on 14 August 2026. It's the industry's own assessment, framed as a pitch to the next Swedish government to defend the category as the EU rewrites the rules.

The pouch angle is the whole point. The EU rules the report is worried about are explicitly the unharmonized rules for nicotine pouches — "vitt snus" (white snus) in Swedish retail terms — and the national bans it names are nicotine-pouch bans.

What the report says

Sweden's snus and nicotine industry directly employs about 3,300 people, Livsmedelsföretagen estimates, rising to around 10,000 once the full value chain is counted — manufacturing, R&D, product development, packaging, logistics, distribution and retail. The industry exports 6.9 billion SEK per year.

The report's central claim is that this base is now politically exposed. Within the EU, nicotine-pouch rules are not harmonized, and countries including Belgium, the Netherlands and France have introduced national bans on nicotine pouches — which Livsmedelsföretagen argues is in tension with the EU's free movement of goods, and notable because cigarettes remain legal in those same markets.

Patrik Strömer, näringspolitisk expert at Livsmedelsföretagen and secretary general of Snustillverkarföreningen, put the industry's position plainly: "Sverige har byggt upp en världsledande industri som skapar jobb, innovation och export samtidigt som vi har EU:s lägsta andel rökare. Det vore oansvarigt att äventyra den utvecklingen." — Sweden has built a world-leading industry that creates jobs, innovation and export while having the EU's lowest share of smokers, and it would be irresponsible to gamble that away.

Why it matters for pouches

This is the supply-side mirror of the EU ban wave PouchDaily has been tracking. The same nicotine-pouch bans reshaping retail in Germany, France, Belgium and the Netherlands don't just close consumer markets — they threaten the Swedish manufacturing base that supplies much of Europe's white-snus and nicotine-pouch inventory.

The report frames the stakes in two numbers. Livsmedelsföretagen argues that if one in four European smokers switched to snus, it would imply a potential tenfold increase in Swedish exports. The flip side is the warning: if EU regulation becomes too restrictive, production and jobs will move abroad rather than stay in Sweden.

That's the industry talking, so treat the upside forecast as a lobbying position, not an independent projection. But the downside — nicotine-pouch bans fragmenting the single market and pressuring Swedish manufacturers — is already happening in real time, one national ban at a time.

The Swedish model, weaponized

Livsmedelsföretagen's other argument is the public-health one Sweden has been making for years: the country has the EU's lowest share of daily smokers and has already met the EU's smoke-free-society target, which the report attributes to Sweden's long tradition of smoke-free nicotine products. The pitch is that good public health and a competitive nicotine industry can coexist — and that EU rulemaking should reflect that rather than treating nicotine pouches more harshly than cigarettes.

"Det är viktigt att besluten bygger på vetenskap och proportionerliga riskbedömningar," Strömer said — decisions need to be based on science and proportionate risk assessment.

It's the same harm-reduction argument that runs through the EU's wider nicotine divide, now made on industrial-policy grounds: if the EU bans the product that helped Sweden quit smoking, the jobs and the know-how go somewhere with looser rules.

What's next

The EU's review of smoke-free nicotine-product rules is the decision the report is lobbying against. For the pouch category, the practical question is whether nicotine pouches get harmonized as a regulated, freely-traded product across the bloc — or whether the patchwork of national bans hardens, leaving Sweden's manufacturers exporting into a shrinking map of legal markets.

Sweden's industry body is asking the next government to "tydligt stå upp för snuset" — clearly stand up for snus. Whether that lobbying lands before the EU rule review concludes will shape both the regulatory map and where the next decade of nicotine-pouch manufacturing happens.
