Sweden's national snus consumers' association wants nicotine pouches to become an election issue — and it has the consultation responses to back it up.

Snusarnas Riksförbund, the country's main consumer lobby for snus and white-snus users, is calling on the next government to defend smoke-free nicotine products in Brussels and push for EU-wide legalisation of nicotine pouches. The push comes weeks before Sweden's general election in September 2026.

The trigger was the European Commission's ongoing review of tobacco and nicotine rules under the TPD3 process. In the first consultation — a Call for Evidence — over 4,000 responses came from Sweden, one of the largest national turnouts in the exercise. Consumers asked for clearer product rules and age checks but pushed back hard against flavour bans and other restrictions on smoke-free nicotine products.

"This is people who voluntarily took the time to understand an EU process and make their voices heard. That carries an obligation," Samuel Lundell, chair of Snusarnas Riksförbund, told Vejpkollen. "When the Commission asks for input, it must also be prepared to take it seriously."

What the party leaders said

The consumer group's move lands as white snus has become more visible in the Swedish political debate. At the Nolia trade fair in Umeå, Piteåtidningen asked party leaders whether nicotine pouches should be further regulated. The answers were strikingly consistent: no, and the EU should stay out of it.

Magdalena Andersson (Social Democrats) said the EU should not decide on white snus — that is for Sweden to determine. Nooshi Dadgostar (Left Party) said Sweden should keep its current rules and that neither the EU nor anyone else should interfere. Jimmie Åkesson (Sweden Democrats) and Elisabeth Thand Ringqvist (Centre Party) both said existing regulation is sufficient. Amanda Lindh (Green Party) partly agreed but stressed that regulation should remain national competence, not be handed to Brussels.

The Moderates were not present at the fair but have not pushed to regulate white snus during the term. Trade minister Benjamin Dousa has actively protested against countries — most recently Poland — that want to introduce flavour bans on snus. Health minister Elisabeth Lann (Christian Democrats) has expressed concern about youth use and wanted flavour restrictions, but failed to win her party over.

Why it matters

The consumer lobby's push is about more than one election. It is an attempt to turn 4,000 consultation responses into political capital that survives beyond September — and to lock the next Swedish government into defending nicotine pouches at the EU level.

The economic stakes are concrete. According to a report from Livsmedelsföretagen cited by Vejpkollen, roughly 10,000 Swedish jobs are tied to the snus and nicotine-pouch industry, and exports reached 6.9 billion SEK in 2025. Swedish nicotine-pouch makers are also watching the EU's parallel tax track, which Sweden blocked earlier this year to keep pouch prices from rising.

The divide within Sweden is real. Public-health organisations have used the same EU consultation to demand flavour bans, plain packaging, and stricter marketing rules. Snusarnas Riksförbund argues the EU should not equate all nicotine products with cigarettes and that the Nordic experience shows smoke-free products can coexist with low smoking rates.

What's next

The election is in September. If the consumer lobby succeeds in making nicotine pouches a visible campaign topic, the next government's EU negotiating position on TPD3 — and on the stalled EU nicotine pouch tax — could become more assertive. If the parties stay where the Nolia survey put them, the status quo holds: broad cross-party agreement that Sweden keeps its own rules and Brussels keeps out.

Either way, the 4,000 consultation responses are now part of the political record.
