20 mg/g doesn’t mean 20 mg: the nicotine pouch label problem
Nicotine pouch cans label strength in milligrams per gram, milligrams per pouch, or vague terms like “extra strong.” A pouch labelled 20 mg/g holds 14 mg per pouch, not 20. Here’s why the labels are inconsistent, what science says about actual nicotine content, and how regulators are starting to fix it.
You pick up a can of nicotine pouches. The label says 20 mg/g. You assume each pouch contains 20 milligrams of nicotine.
It doesn't.
A typical pouch weighs about 0.7 grams. If the label says 20 mg/g — meaning 20 milligrams of nicotine per gram of material — then a 0.7-gram pouch actually contains roughly 14 mg of nicotine, not 20. The number on the can is the concentration, not the dose.
This is not a rounding error. It is a labeling system that makes it genuinely hard to compare products, and it is one of the most overlooked problems in the nicotine pouch category.
Two ways to measure nicotine
Pouch brands use at least three different ways to communicate strength:
- Milligrams per gram (mg/g) — the concentration of nicotine in the pouch material. This is the number most commonly printed on European pouch cans.
- Milligrams per pouch (mg/pouch) — the actual amount of nicotine in each individual pouch. This is what matters to the user.
- Qualitative labels — words like "mini," "normal," "strong," "extra strong," and "ultra strong." These have no standard definition.
The problem is that mg/g and mg/pouch tell you different things, and most cans only print one of them. To convert mg/g to mg per pouch, you need to know the pouch weight — which is rarely on the label.
A Tobacco Reporter analysis published on 17 August 2026 found that across a cross-brand index of 357 products and 30 brands, "extra strong" products ranged from 6 mg to 20 mg per pouch. That is more than a threefold difference hiding behind the same word.
The index also found that brand strength ranges barely overlap. ZYN spans 1.5 mg to 13.5 mg per pouch, while Killa starts at 13.2 mg. A ZYN "strong" and a Killa "strong" are not in the same ballpark.
What the science says
A 2024 peer-reviewed study published in Tobacco Control (BMJ) analyzed 70 tobacco-free nicotine products, including pouches. The findings add nuance to the labeling problem.
The study, led by Hang Tran at the CDC, found that nicotine pouches contained between 1.41 and 8.11 mg of nicotine per pouch — lower than what many consumers assume from the mg/g figure on the can. The measured total nicotine content was "either equal to or less than the level stated on the label, except for one product."
The study also measured pH, which determines how much of the nicotine is in its freebase form — the form that crosses oral mucosa most readily. Freebase nicotine in pouches ranged from 2.15 to 16.8 mg/g. A pouch with a higher pH delivers more absorbable nicotine even at the same total nicotine content. This is almost never on the label.
In other words, two pouches with the same mg/g number can deliver meaningfully different nicotine experiences depending on pouch weight and pH — neither of which is typically disclosed.
What regulators are doing
Nicotine pouches are currently outside the scope of the EU Tobacco Products Directive (TPD), the European Commission confirmed in a parliamentary answer in August 2025. That means there is no EU-wide standard for how pouches must label nicotine content. National governments can set their own rules.
One country already has. The Czech Republic's Decree No. 141/2023 Coll., in force since 1 July 2023, is one of the few national regulations written specifically for nicotine pouches. It requires:
- Nicotine content listed in mg per dose (per pouch) on the packaging — not per gram
- A maximum of 12 mg nicotine per pouch
- A maximum of 240 mg total nicotine per can
- At least 20 pouches per can
- A mandatory health warning: "This product contains nicotine and is highly addictive"
- No promotional claims, no confectionery-style flavor marketing, no targeting of minors
The Czech rule directly addresses the labeling inconsistency: by mandating mg per pouch, it makes the number on the can match the nicotine the user actually gets.
The EU's TPD3 consultation, which closed in August 2026, is considering extending tobacco product rules to cover nicotine pouches — including potential labeling and flavour restrictions. PouchDaily covered the consultation's close earlier this month. Whether the final proposal adopts a per-pouch labeling standard remains to be seen.
What this means for you
The practical takeaway is simple: look for mg per pouch, not mg per gram. If the can only shows mg/g, you can estimate the per-pouch amount by multiplying the mg/g figure by the pouch weight (usually 0.5–0.8 grams, often listed in the fine print or on the brand's website).
If a can says 16 mg/g and the pouches weigh 0.7 grams, each pouch holds about 11 mg of nicotine. A can that says "extra strong" might be 6 mg per pouch or 20 mg — you cannot tell without the per-pouch number.
Until regulators standardize the label, the most useful thing a pouch can print is the one number most of them don't.
