UK to wipe out nicotine pouch advertising from June 2027

From 1 June 2027, all advertising and sponsorship of nicotine pouches becomes illegal across the UK under the Tobacco and Vapes Act 2026 — covering social media, billboards, shop windows, and paid online ads. Nicotine pouches currently have zero advertising restrictions. A separate consultation on plain packaging and retail display restrictions closes on 2 October 2026.

Nicotine pouches currently have zero advertising restrictions in the UK. No rules on billboards. No rules on social media. No rules on shop-window displays or paid online ads. That ends on 1 June 2027, when a comprehensive advertising and sponsorship ban for all nicotine products — including pouches — takes effect across the UK under the Tobacco and Vapes Act 2026.

And that is not the only wave coming. A government consultation on standardised packaging and retail display restrictions for nicotine products closes on 2 October 2026. If those proposals are adopted, pouch brands face plain packaging and behind-counter display rules on top of the ad ban.

The message from Westminster is clear: the marketing playbook that built the UK nicotine pouch category is being dismantled.

What the advertising ban covers

The Department of Health and Social Care set out the details in a policy blog published on 1 June 2026. From 1 June 2027, it will be a criminal offence for anyone acting in the course of business to:

  • Publish, design, print, or distribute an advertisement that promotes a nicotine product — including nicotine pouches
  • Make a sponsorship contribution where anything done under the agreement promotes a nicotine product

The ban covers online advertising — including paid adverts on websites and sponsored posts on social media platforms — as well as billboards, posters, shop windows, and public transport advertising. Sponsorship deals are also captured.

Retailers are not entirely silenced. Retail websites can still provide factual, non-promotional information about the products they sell. But content designed to encourage or promote purchase may fall foul of the ban. The government has said guidance will be drafted and published ahead of implementation to help businesses prepare.

There is one carve-out: advertising campaigns undertaken on behalf of a public health authority are exempt. Pharmacists and GPs can still promote non-branded vapes and nicotine products as part of agreed public health arrangements.

Why the government is doing this

The DHSC's rationale is youth uptake. According to the department's own data:

  • 55% of children aged 11 to 17 reported awareness of vape promotion in shops in 2025, up from 37% in 2022
  • Young people's awareness of nicotine pouch promotion grew from 38% in 2024 to 43% in 2025

The government said it learned from tobacco control that partial advertising bans have limited impact, which is why it opted for a comprehensive ban rather than targeted restrictions.

Until now, the regulatory landscape for nicotine pouches in the UK has been inconsistent. Nicotine-containing vapes already face some advertising restrictions under the Tobacco and Related Products Regulations 2016 — television, radio, newspapers, magazines, and most online advertising are off-limits. But other nicotine products, including pouches, have had no advertising restrictions at all. Billboards, posters, shop windows, and public transport have all been fair game.

The Tobacco and Vapes Act 2026 closes that gap.

The packaging and display consultation

Running in parallel is a separate government consultation on packaging, appearance, and retail display of tobacco, vaping, and nicotine products. Published on 10 July 2026, it closes at 11:59pm on 2 October 2026.

The consultation covers:

  • Packaging for vaping and nicotine products (including pouches)
  • Where shops can display vaping and nicotine products
  • The appearance of heated tobacco devices and vapes

The government has published four impact assessments alongside the consultation, each running 73 to 112 pages — including a 93-page assessment specifically on standardising packaging for vaping and nicotine products, and a 112-page assessment on restricting the display of vaping, nicotine products, and tobacco-related devices.

The proposals apply across the UK and have been developed jointly with the devolved governments in Scotland, Wales, and Northern Ireland.

How this fits with the October 2026 changes

The advertising ban and packaging consultation are the second wave of UK nicotine pouch regulation under the Tobacco and Vapes Act 2026. The first wave arrives on 29 October 2026, when:

  • Under-18 sales of nicotine pouches become illegal across the UK
  • Free samples of nicotine products are banned
  • Promotional discounts and coupons for nicotine products are banned
  • Fixed penalty notices of £200 (England, Wales, Scotland) and £250 (Northern Ireland) apply for breaches

The timeline, then, is: age restrictions and promo bans in October 2026, packaging and display rules following the October consultation, and a total advertising and sponsorship ban from June 2027.

What this means for pouch brands

For nicotine pouch brands operating in the UK — ZYN, VELO, Nordic Spirit, on!, and newer entrants like Republic's Zig and Snü — the combined effect is significant. The category has grown rapidly in part through visible retail presence, social media marketing, and promotional sampling. Each of those channels is being closed off in sequence.

Brands that built their UK strategy around in-store visibility, festival sampling, and social media promotion will need to pivot to factual, non-promotional retail communications — or exit the UK market's marketing channels entirely.

The government has said it will work with Ofcom and the Committee of Advertising Practice (CAP) to ensure the relevant advertising codes are updated ahead of the June 2027 implementation date.
